Welcome to HALEFO, The Haitian American Law Enforcement

Fraternal Organization 

In 1998, a group of NYPD officers of Haitian heritage came together to form the Haitian American Law Enforcement Fraternal Organization (HALEFO), originally consisting of approximately 11 members. In its early years, the organization experienced many challenges. However it grew stronger when its founding members helped bridge the gap between the Haitian community and the NYPD during the Abner Louima incident, a pivotal moment that strained relations between the two.

Twenty-seven years later, HALEFO has flourished into a powerful and respected organization with more than 450 members and counting. On August 17, 2025, a historic milestone was reached when the organization elected its first woman President. I am proud to say that I, Sgt. Kethly Jean, had the honor and privilege of being chosen to lead this distinguished organization. It was both exhilarating and monumental.

Throughout my career, I have witnessed the challenges and opportunities that have shaped my vision for organizational growth and success. My priorities include strengthening relationships, promoting transparency, enhancing communication among our membership, the broader community, and the Department. I am committed to building upon the strong foundation laid by my predecessors and ensuring HALEFO’s continued progress. I am fortunate to lead alongside an exceptional executive team: Sgt. Peterson Lochard, Vice President, Sgt. Daniel Edmond, Second Vice President, Lt. Donald Louis, Secretary, Lt. Hilton Jean-Pierre, Treasurer, Det. Richard Pierre-Francois, Assistant Treasurer, Retired Det. Venancia Colon, Assistant Secretary, PO Conrade Joseph, Sergeant-at-Arms, Lt. Guy Pierre-Toussaint, Event Coordinator, Det. Michael Joseph, Sponsorship Coordinator, Det. Jimmy Clergé, Emergency Response & Recruitment Coordinator, Retired Det. Jean Sigue, Retirement Liaison Coordinator and Founding Member.

Together, our goal is to elevate HALEFO to new heights by advancing a legacy that honors those who came before us and inspires the future generation. As we look to the future, we remain committed to innovation, advocacy, and community-centered leadership. We will continue to champion initiatives and policies that support the well-being of our members and the Haitian community.
