From October 1995 to June 1998 several Law Enforcement Officers from the United States participated, under the umbrella of the United Nations, in operation “Restore Democracy” in Haiti and provided training to the newly formed Haitian National Police in collaboration with the Human Rights Commission. As a result of that endeavor, the Haitian American Law Enforcement Fraternal Organization (HALEFO) was created in June 1998.  

The Haitian American Law Enforcement Fraternal Organization (HALEFO) is an organization comprised of law enforcement personnel of Haitian origin serving throughout the United States. Our membership includes: Police Officers, Court Officers, Immigration Officers, State Troopers, Parole Officers, Correction Officers, etc. 

Our Mission is to develop a network of Haitian American Law Enforcement personnel and to use our expertise to respond to community need when appropriate. In Partnership with the community and all law enforcement agencies we pledge to: 

·        Develop and participate in community-based seminars to        promote cultural diversity.

·        Assist any bona-fide community organization toward fostering good relationships with law enforcement agencies.  

Meeting these objectives has been possible only through the perseverance, dedication and support of many individuals. Over the years, HALEFO has participated in seminars to educate the Haitian community about their civil rights and how to interact with law enforcement personnel to prevent misunderstanding. HALEFO has also collaborated with the New York City Police Department by conducting cultural awareness seminars for Police Officers newly assigned to areas with a large Haitian population.
